Why it Matters?
Estimation is the prerequisite to both budgeting and proportionality arguments, and it is frequently skipped in favor of proceeding and discovering the cost later. Sampling a few representative custodians gives a defensible projection quickly. Estimates should include expected reduction ratios from deduplication, threading, and culling, since raw collection volume overstates the review population substantially.
