Why it Matters?
Baseline selection determines the result, and a comparison period chosen because productivity happened to be high rather than because conditions were genuinely unimpacted invites effective challenge. Establishing that the baseline period was free of disruption using contemporaneous records is the foundation. Where no unimpacted period exists, comparison to similar work on other projects is a weaker fallback that loses the method's principal advantage.
